Last December, a man was arrested in Johnston County, North Carolina, for felony larceny and felony breaking and entering. Upon booking, his fingerprints were checked against both the FBI and Department of Homeland Security (DHS) databases as part of a U.S. Immigration and Customs Enforcement (ICE) strategy called Secure Communities. His fingerprints were matched against DHS's immigration records and ICE was automatically informed that the man in custody was a previously-removed criminal alien from Guatemala with numerous past encounters with law enforcement.
