In the afterm ath of 9-11, the U.S. ra c e d to im p lem en t efforts a n d program sto d e a l with “terrorism.” It d e c la re d a “G lo b a l W ar on Terrorism,” w hich inturn b e c a m e sim ultaneously other things: a “Long W ar” a n d “counteringg lo b a l insurgency,” finally “countering violent extrem ism .” Regardless,the c h a lle n g e was no different c o n cep tu ally than that fa c e d by thoseof the past: how to respond to an a rm e d nonstate c h a lle n g e b ent uponachieving political c h a n g e through com m ission of v io len ce d irected,at its foun dational level, against the innocent (persons a n d propertyprotected by the laws of war).
