2013 National Taxpayer Advocate Report

The annual TAS report provides some insight into the problems being experienced within the IRS. While many of the recommendations made by TAS involve better training of IRS employees, problems obviously exist with the upper management of the IRS. In many ways this report provides far more insight into the systemic and cultural problems within the IRS than has been provided by congressional hearings.
