Arguing that 'traditional security approaches cannot account for the EU's expanding crisis management capacities in the foreign domain' (ⅶ), Arjen Boin, Magnus Ekengren and Mark Rhinard aim to bridge this gap by focusing on the institutionalization of EU crisis management capacity in three domains (national, external and trans-boundary) by assessing regulatory outputs, network configurations and the level of legitimacy . Assessment of these factors is meticulously restructured in the chapters , which offer a thorough chronology of institutional developments, backed with ample examples of implementation.
