摘要

The purpose of the Technical Council on Cold Regions Engineering, as stated in the annual ASCE Official Register, is "to identify, assess and report effects of the cold region environment upon engineering design, construction and operations and to make recommendations for the advancement of scientific knowledge and practice in the engineering solution of cold regions engineering, relevant to any part of the broad field of civil engineering." Papers may be of applied or basic character. They must contain work that has not been published and is not being simultaneously submitted elsewhere; and they should be clearly written and as concise as is consistent with communicating an understanding of the subject.
