This article analyzes the financial relations of Konstantin Päts with the Soviet Union's Tallinn Legation, Trade Representation, and oil company. In 1940, when authoritarian Estonia had Päts as its head of state, Estonia submitted without resistance to the Soviet Union. The role of Päts, both in 1940 and earlier in 1934, when he led a coup, has been one of the most debated issues in Estonia's recent history.
