Cochrane's Understanding Urban Policy is a welcome effort to theorize the past five decades of urban policy research and practice. While the majority of his references come out of the U.K. context, his account works fluidly across the Atlantic by comparing trends in the United States and England and highlighting their intersections. Planners looking for best practices or summary analyses of policy triumphs and failures should look elsewhere.
