This morning I read with deep regret the article "Remembering Walt Luffsey" (in the Journal of Air Traffic Control). On page 42 I read of when Administrator Don Engen asked Walt to develop a way to facilitate the exchange of information through ATC channels. Walt's decision was to convene a meeting of ATS Directors from Canada and Europe. I was fortunate enough to be one among those Directors at the first meeting in March 1986.These meetings continued alternatively in USA and Europe. I was promoted next year in the Ministry and did not participate these later meetings, but this first meeting was remarkable for me.
