For good reason, the move to ubiquitous digital products and services will not happen overnight. The FAA's model of rigorous systems engineering and development has made the United States' aerospace system the safest in the world and by nature of its own inertia, the internal culture and processes have been integral in attaining that mission. The isolated environments ensure security, support unique project configuration requirements, and enable management of project specific errors that occur during the development process, while minimizing impact of these challenges on the production environments and on other development projects. But in today's environment of budget constraints and increased demands, perpetuating an environment that has historically resulted in a complex, disintegrated, and proprietary system (and data) is no longer an efficient or effective use of agency resources.
