Civil Aviation Authority Lessons Learned from ANSP Separation

These six lessons are closely related. In particular, allowing sufficient transition time is directly related to the other five. It allows time to carefully construct the ANSP regulations, establish the CAA's costs, design the rates and charges, focus on demonstrating and improving regulatory efficiency, plan how to retain employees, and establish a good working relationship with the ANSP while functionally separated to prevent later problems that will invite political interference. The effectiveness of the independent CAA appears to have more to do with the extent to which these six lessons have been addressed and less to do with the particular governance or funding structure adopted. Some CAAs encountered these lessons more than others, but all encountered them to some extent. If the U.S. chooses to move in a similar direction, it should expect to confront the same issues.
