Keeping the Lights on in Nigeria: Is Power Sector Reform Sufficient?

The Nigerian power sector has significantly been reformed over the past decade. Yet the country is still suffering from incessant power outages. In this study, the author noted that declining infrastructure investment in the power sector, corruption, insecurity, governance structure, and political considerations have made the power sector reform initiatives highly ineffective.
