本論は、分譲マンションにおける「望ましいコミュニティ組織」に関する研究の一環である。本稿では、既存の分譲マンションにおける居住者組織(マンション管理組合とマンション内自治会)の実情について事例調査を行い、各組織の位置づけ、理事や役員の連携、自治会会費の徴収方法等を分析して、管理組合と自治会の関係を整理した上で、相互扶助·親睦組織としての"自治会"の設立と行政の認可状況、地域との関係から、今後の組織形成の課題を考察した結果を報告する。%In this paper we surveyed resident organizations (condo-owners' association and residents' association) of existing ownership condominiums to research the positioning of each association as well as cooperation among their officers. We identified four types of resident organizations; "integrated", "federated coexistence", "coexistence", and "neighbor association join", and then analyzed the relationships with the neighborhood community, the establishment process of the residents' association, and the process of administrative authorization. In recent years, there has been an increasing trend toward the federated coexistence type and away from the coexistence type. Additionally, in analyzing the background of and various factors for the establishment of residents' associations, we found some problems in the integrated and coexistence organization types. We propose that local governments should accept condo-owners' associations (or sub-organizations that do the work of planning community activities) as safety nets within a local neighborhood community. Before beginning to sell units, residential developers should be prepared residents' association and their own bylaws regarding activities and association fees in accordance with laws and regulations.
