PROBLEM TO BE SOLVED: To provide a communication system capable of transmitting user's feelings to other users more effectively than ever before.;SOLUTION: An issuing unit 111c receives, from a first user, a request for issuing a chip, which is information indicating the number of coins that the first user wishes to transfer to a second user, and issues the chip to the first user according to the request.
