In an effort to seize and maintain the initiative in the continuing campaign against maritime piracy off the Horn of Africa (HoA), the EU's multinational naval counter-piracy task force off Somalia is expanding its mission to focus for the first time on the troubled country's coastline and inland waterways. Approval to operate in the littoral zone was granted by the Council of the European Union in late March, at the same time as the body (which consists of a government minister from each of the EU's 27 member states) confirmed its intention to extend EU Naval Force (NAVFOR) Somalia's Operation 'Atalanta' to December 2014.
