Modern defence needs are typically subject to time constraints and user demands. For some countries this combined pressure leads to limited options from external suppliers. For Belarus, this situation prompted the domestic development of its MZKT-490100 series of protected mobility vehicles. The Belarusian armed forces issued a requirement for a light armoured vehicle (LAV) in 2015 as part of a wider modernisation process. "At first, we were considering large-volume assembly of light armoured vehicles in a completely knocked down [CKD] kit format in co-operation with other companies. But this scheme could not guarantee the delivery of CKDs in the required time and quantity," a Volat spokesperson told Jane's.
