Advances in life sciences have increased the number of people working with 'dual-use' CBRN materials who have tacit knowledge that could also be used for terrorist purposes.rn3. The threat posed by insiders therefore appears greater than the threat of terrorist groups independently sourcing enough material and expertise to mount a CBRN attack.
