UN warns that African rebel groups pose threat of violence in DRC's Kivu provinces

The head of the UN's Stabilisation Mission in the DRC (MONUSCO), Ray Torres, warned on 6 October that two rebel groups - the Democratic Forces for the Liberation of Rwanda (Forces Democratiques de Liberation du Rwanda: FDLR) and the Ugandan Allied Democratic Forces (ADF) - were just as much of a threat as the rebel group M23, and had to be neutralised or disarmed. He made the warning while hosting a UN Security Council delegation in Goma, North Kivu.
