摘要

The number of improvised explosive devices (IEDs) encountered by the International Security Assistance Force (ISAF) in Afghanistan's Regional Command South (RC-South) has doubled over the last year, according to the head of RC-South's counter-IED (CIED) branch. Colonel Ed Toy, who also heads Joint Task Force Paladin -the combined CIED effort across all of ISAF's regional commands - said that the IED threat in the south had risen significantly since April 2008 and that it had grown "exponentially" in certain hotspots, such as Sangin in Helmand province. "The enemy's tactics and techniques are constantly evolving," he said, "and clearly along the Helmand river valley there is an IED campaign going on the like of which you can't compare to anywhere else in Afghanistan."
