Even on fully integrated railways there has often been a lack of understanding between signalmen and train drivers, each suspicious of the other. Separation of the infrastructure from operations has entrenched the feeling of "them" and "us". Connex, which operates commuter services between London and the Kent coast, launched a project last year with NR called the Kent Partnership which was designed to put an end to the adversarial relationship between Connex and NR. As Mr Antoine Hurel, CEO of Connex, Britain, told the recent Adam Smith Institute Conference on the future of European rail: "We had a breakdown in communications in the field. People started to talk only to bosses in their own organisation, and only the bosses of Connex or NR talked to each other."
