For most of its 32-year history, Amtrak has had to go begging to the US Congress for the bare minimum in capital and operating costs. It has been subject to the political whims of legislators who think that their support for a national passenger rail network should depend on whether a train operates through their district, regardless of whether it makes economic sense to do so, and whose understanding of transport seldom extends beyond rubber tyres and wings.
