Evolution not revolution in utilities procurement

The European Commission recently published a proposed Directivern[COM 2000(276)] which isrnintended to co-ordinate and consolidate energy, water and transportation procurement procedures in the European Union.rnBuilding and expanding on themes that emerged from the Commission's 1996 Green Paper Public Procurement in the European Union, the proposed directive I intended to increase the transparency and competitiveness of procurement carried out by utilities.
