Surprisingly, this is not testimony from the Congressional Hearing into the events of 14 August 2003. With sad irony, this statement was included in a document 'Electricity Sector Framework for the Future' suggested by the Electric Power Research Institute (EPRI) little more than a week before the major US blackout.
