Editor's Note: Procurement Programs (P1) and RDT&E Programs (R1) are official documents that the Department of Defense prepares for its annual budget submission to Congress. The term "RDT&E" is the common abbreviation for the U.S. defense budget's Research, Development, Test and Evaluation account. As with the rest of the government's budget, both the P1 and R1 budgets are typically issued in February prior to the start of the following fiscal year in October. The FY20 budget was not released until March 2019 due to a partial government shutdown earlier in the year. The P1 budget details the amount of money requested for procurement programs (primarily equipment that has been developed and is now in production), and the R1 budget lists spending on programs that are developing and testing new systems or technologies.
