A study of industrial policy affecting the technological development in textiles and clothing industries in three countries: Hong Kong special administrative region (HKSAR) of China, Italy and the USA

Government policy is well identified as one of externalities to influence the technological development in textiles and clothing (T&C) industry. In this paper the key constitutes of industrial policy that affects the technological development in T&C industry adopted by three selected countries, Italy, the USA and HKSAR, from 1973 to 2000 are identified. It is assumed that the trend of growth/slump of total exports of T&C products is reflected the technological development in T&C industry and therefore the total export value in these three countries from 1973 to 2000 is analysed to understand the change of industrial policy that affects the technological development in their T&C industry.
