Some of the largest and most complex organisations in the world are public bodies. In England, the National Health Service - which encompasses all aspects of health care from general practice, through specialist hospital services and on to outpatient and home care practitioners, administrators and governing bodes — employs somewhere over a million people, while the Chinese army and Indian State Railways may have 2.5 and 1.3 million on their payrolls, respectively. When life was simpler, legislation less onerous and expectations lower, things moved at a more leisurely pace and lower staff costs meant that many more people could be afforded to shift the mountains of paperwork around—usually manually. In these days of regulation, compliance and litigation, however, things have to change if state-run bodies are to fulfill their mandates.
