Canada's Legal Framework for Intelligence

The Government of Canada has the responsibility to provide for the safety and security of its citizens and permanent residents, and its Parliament the legislative authority to make "Laws for the Peace, Order, and good Government of Canada." In fulfilling their duties in the interest of the greater collectivity, the Government and Parliament may affect the rights of the individual citizen. This is why the rule of law, enshrined in common law and the Canadian Charter of Rights and Freedoms impose restraints on the executive and legislative powers of the state.
