By Mail: Three copies of the manuscript, accompanied by a covering letter should be sent to the relevant submission address. Only after final acceptance a disk/CD ROM needs to be sent with the hardcopy. Papers should be submitted to the Editor of the Board (not the Associate Editor) according to the paper's country of origin as follows: Addresses are listed on the inside front cover of the journal and on the Editorial Board information which appears on If there is no such editor, or if special obstacles preclude to any of the above, the manuscripts should be sent to the Editor-in-Chief, who will then forward it on as appropriate. Papers appearing in conference proceedings or in collections of conference papers will not be considered for publication. Papers will be reviewed and assessed by independent referees.
