The 'chemicals regime', as the author prefers to call it, aims to mitigate environmental and human health problems as a result of hazardous chemical handling, both during and after production. It encompasses the results of many an international treaty on chemicals management. These include the (perhaps) better known Stockholm Convention of 2001 that targeted the production, use, trade and disposal of persistent organic pollutant (POP) pesticides and other industrial chemicals, as well as the release into the environment of products arising out of such POP metabolism. Behind this were the economic power of the chemicals industry and the sheer size of the international trade in chemicals.
