IMPACT OF JOINT FOREST MANAGEMENT ON LABOUR MARKET: A STUDY FROM TRIBAL ECONOMY OF ORISSA, INDIA

An attempt has been made in this study to examine the impact of JFM on labour market in a tribal dominated area of India namely, the state of Orissa. In order to undertake such exercise, field investigations have been carried out in one of the tribal dominated districts, namely Mayurbhanj. The study has covered 90 households comprising of landless and agriculture labourer, marginal, small, and medium farmers from three different villages where FPCs are operating since early 1990s. The household level benefits have been estimated in terms of employment generation, income from timber and non timber forest products, and fuelwood collection from community managed forests. Further, we have examined the impact of JFM via FPCs on stress migration by adopting a Logit Regression Model at household level. It has been found that the employment opportunities have increased significantly since the establishment of FPCs. The stress migration, which was severe I these villages before the effective utilization of CPRs, has been reduced over the years. Our results have established that the health of local labour market has improved a lot due to the proper and sustainable utilization of the CPRs through JFM. Hence, it is argued that JFM should be encouraged in the tribal areas of India and more and more FPCs should be formed to participate in the management of CPRs.
