Comment analyser des situations-problèmes dans un quartier d'habitat social? Proposition d'une analyse «3D» de psycho-criminologie appliquée

Contexte: En réponse à un appel à projet national, dans l'objectif de soutenir les agents de proximité touchés dans leur quotidien par les évolutions sociales et urbaines des quartiers, l'agglomération, les bailleurs de logements sociaux, le Service d'aide aux victimes, et le Service de criminologie appliquée ont élaboré en partenariat un Centre de ressource pour les agents de proximité. Objectifs: Parmi les multiples actions mises en place, des applications innovantes ont été explorées, telles que l'enquête de victimation et l'expérimentation (psycho)criminologique d'une situation difficile sur un quartier d'habitat social, dans l'objectif d'accompagner les agents dans l'analyse et le mieux-vivre de leur environnement de travail, afin que ceux-ci puissent assurer au mieux leur rôle d'interface entre l'institution et les habitants. Méthode: Cette expérimentation innovante qu'est l'analyse psycho-criminologique a exigé d'être préventive et d'anticipation, le diagnostic et les préconisations prophylactiques concernaient des situations présentes et des situations probables après les aménagements urbains prévus sur le terrain. Nous avons créé un protocole mobilisable sur différents quartiers à partir d'un vocabulaire commun et d'outils spécifiques aux problématiques rencontrées, dans l'objectif d'une utilisation future en autonomie par les partenaires. Résultats: A partir d'une méthode d'analyse appelée «3D», nous avons pu identifier, diagnostiquer, analyser et préconiser. L'analyse «3D» propose de diviser le protocole d'action en trois étapes distinctes, suivant le «Diagnostic de la demande», le «Diagnostic de la situation», en fonction de l'histoire, de l'environnement, des risques et résistance du territoire, et le «Diagnostic des solutions». Ces trois temps d'analyse nous ont permis de construire une vision d'un «quartier réparateur» fondée sur une prévention mixte, situa-tionnelle et socio-individuelle, adaptée à la demande, aux difficultés relevées et aux ressources disponibles. Les résultats qualitatifs ont pu être présentés au Colloque international de l'Université de Paris Ouest Nanterre La Défense concernant le «confort au travail» (1). Conclusion et discussion: La demande initiale concernait une action de prévention situa-tionnelle au plus près des agents de proximité, et en fonction des premiers échanges inter-partenariaux, la demande a évolué pour une action élargie à une intervention psycho-criminologique globale, intégrée et prédictive, portant sur l'analyse des contrôles sociaux existants et l'identification-analyse des problèmes en lien avec les désorganisations sociales relevées.%Context: In answer to a call for projects, with the objective to support the agents practicing in particular urban area in evolution, the agglomeration, social housing companies, Victim Support Service, and the Service of Applied Criminology are developed in partnership the «Center of resource for the agents practicing in particular urban area». Objectives: Among the multiple initiatives organized, innovative applications were explored, such as Survey of Victimization and Environmental Psycho-Criminological Investigation of a difficult situation on a district, with the objective to accompany the agents in the analysis and best to live on their working environment, so that these could be support in their statue of interface between Institution and people. Method: This innovative experiment that is the Environmental Psycho-Criminological Investigation required all the more being preventive and of anticipation, that the diagnosis and the preventive recommendations concerned present situations and likely situations after urban planning planned on the ground. We created a mobilizable protocol on various districts from a common vocabulary and tools specific to the met problems, with the objective of a future use in autonomy by the partners. Results: From a method of analysis called «3D», we were able to identify, to diagnose, to analyze and to recommend. The analysis «3D» suggests dividing the protocol of share into three different stages, following the «Diagnosis of the request», the «Diagnosis of the situation», according to the history, to the environment, the risks and the resistance of the territory, and the «Diagnosis of the shares». These three times of the analysis allowed us building a vision of a «repair district» based on a mixed, situational and socio-individual prevention, adapted to the request, to the found difficulties and to the available resources. The qualitative results were able to be presented to the International Congress of the University of Paris X concerning the «comfort in the work». Conclusion and discussion: The initial request concerned a situational prevention initiative as closely as possible to the agents, and according to the first inter-partnership exchanges, the request evolved for an initiative widened in an global intervention, integrated and predictive psycho-criminological, concerning the analysis of the existing social controls and the identification-analysis of the problems in connection with the found social disorganizations.
