Computer aided study of factors that influence the cooperative willingness of water-related public organizations

Public organizations require close cooperation with one another when solving complex public management issues. The level of cooperation between public organizations has a significant influence on their ability to provide a sufficient quantity and quality of public services. Furthermore, public organizations are generally willing to cooperate. This willingness to cooperate has a major effect on the cooperative decision-making that is related to particular issues. This paper, as an example of research that focuses on the factors that affect the cooperative willingness of water-related public organizations, uses the Taihu Basin water-related public organization as a case study and by taking a micro perspective, conduct empirical research on a series of internal and external management and environmental factors that jointly impact on water-related public organizations. The research shows that the self-supporting degree of organizational resources, external promotion degree of cooperation and cultural openness degree of organizations can have a substantial influence on the cooperative willingness of organizations and lead to a positive relationship. The results of this research have a certain reference value with regard to both research into, and the practices of, water-related public organizations.
