The attack on entrepreneurial-ism today is not a problem with the immigration law. It is a problem with the implementation of that law. In periods of low unemployment, employers and immigration lawyers will grumble to Congress about not increasing the H-1B cap and may argue that the ever-increasing filing fees and restrictions for H-1B employers are unreasonable.
