China National Offshore Oil Corp's LNG terminal proposal in the southern Hainan island passed an environmental impact expert panel review held in late May. The project, to be sited at the western coast of Hainan's Yangpurneconomic development zone, envisages a first-phase LNG terminal capacity of 2 million mt/year, targeting completion in 2014. Full capacity utilization is projected to be reached two years later in 2016, after which a planned second-phase expansion would boost capacity to 3 million mt/yr.
