US stress tests pass 29 of 30 banks

The US Federal Reserve has given 29 of 30 banks it put through stress tests passing grades, reporting that all but one - Zion Bancorp - would meet a baseline of 5% Tier 1 capital threshold under severe market stress. The test was expanded this year to 30 banks up from 18 systemically important financial institutions tested previously. Despite passing the stress test, bank of America raised eyebrows because of its relatively low level under stressed conditions, which the Fed estimated would fall to just 6%. The bank disagreed with the Fed's assessment and showed that under its own stress test its Tier 1 capital would hold 8.6%. goldman sachs and citicroup also quibbled with the result, with each saying that their Tier 1 Capital would hold up significantly better than the central bank had estimated under the theoretical conditions. The Fed said their ratios would fall to 7.9% and 7% respectively. The banks argued the ratios would be 10.7% and 9.5%.
