Puerto Rico's troubled power utility has moved one step closer to restructuring its US$8bn debt stack, after finalising the details of a provisional deal struck with bondholders and lenders in September. But the restructuring could yet be derailed by monoline insurers that insured more than US$2bn of PUERTO RICO POWER AUTHORITY's bonds. The insurers were noticeably absent from talks, and their advisers say their months-old objections have yet to be addressed. "We are not on board," said one adviser. "They can't do the deal without us and we are not on board."
