Nearly two years after the Federal Reserve fired a shot across the bows of large US banks by warning it would increase capital requirements for holding physical commodities and assets from merchant banking activities, the regulator has not moved towards such a final rule. And many banks and their attorneys expect the Fed's interest in tougher regulations on merchant banking and commodities has subsided.
