Sweden's Environmental Protection Agency reached an agreement with the United Nations Environment Program to help developing nations phase out the use of hydrochlorofluo-rocarbons (HCFCs), UNEP announced Nov. 19. A statement released by UNEP Nov. 19 confirmed that Sweden would provide help via UNEP's information channels to "article 5" countries, which are defined under the Montreal Protocol on Substances that Deplete the Ozone Layer as nations whose per capita consumption and production of ozone-depleting substances is less than 0.3 kg (0.7 pounds) per year.
