Leaders from many developing nations pledged their support for a 2015 global climate deal at the United Nations Sept. 23 but said it must allow for their continued economic expansion and put much of the burden on the U.S. and other large emitters that have caused much of the planet's warming to date. Brazilian President Dilma Rousseff said the agreement, to be finalized by more than 190 nations next year in Paris, "must be universal, ambitious and legally binding" while promoting sustainable development and "respecting the principles and the provisions" of the 1992 United Nations Framework Convention on Climate Change.
