U.S. Senators Cite Growing Support for Cap; European Officials Call for U.S. Leadership

Washington, D.C.—Democratic members of the United States Senate told a group of European environment ministers Sept. 25 that there is growing momentum in Congress for setting mandatory limits on U.S. greenhouse gas emissions but acknowledged they may lack the 60 votes needed to force a Senate floor vote and cannot overcome a likely veto from President Bush. "My belief is that probably in this session of Congress—by that I mean before the end of next year— Congress will adopt a cap-and-trade system" that would place mandatory limits on U.S. emissions, according to Sen. Joseph Lieberman (I/D-Conn.).
