EU Draft 'Thematic Strategy on Soil' Urges Broad Directive on Liability, Remediation

Brussels—The European Commission is preparing to adopt a "thematic strategy on soil protection" June 7 that will include a proposal for a framework directive requiring the 25 EU member states to meet a series of soil remediation targets.rnThe directive would also require sellers of contaminated land to provide soil reports to potential buyers.rnThe thematic strategy for soil protection is modeled on a 2002 paper that identified eight threats to soil: erosion, decline in organic matter, contamination, sealing, compaction, declining biodiversity, salinization, and landslides.
