Brussels-The European Commission said Nov. 19 it would quickly transpose into EU legislation shipbreaking rules that the International Maritime Organization plans to adopt in 2009,to prevent obsolete EU vessels containing hazardous materials from being sent to countries such as Bangladesh and India to be dismantled. The Commission said action is needed because most end-of-life ships are sent to South Asia where they are beached and broken up by poor laborers in conditions offering minimal health or environmental safeguards.
