U.S. Governors, Canadian Premier to Release Midwestern Trading Plan Design in November

Six Midwestern U.S. governors and the Canadian province of Manitoba will announce in November their recommendations for a regional greenhouse gas emissions trading scheme, members of an advisory group said Oct. 21. The draft document will give the regional leaders an opportunity to signal where consensus has been reached on the trading scheme and areas that need more study, members of the group said at the conclusion of its Oct. 20-21 meeting in Washington, D.C. The emissions trading system is being designed by the Midwestern Greenhouse Gas Reduction Accord Advisory Group. The regional climate accord was signed in November 2007 and covers the states of Illinois, Iowa, Kansas, Michigan, Minnesota, Wisconsin, and the Canadian province of Manitoba.
