The next international climate deal slated to succeed the Kyoto Protocol should set up a voluntary registry in which China and other developing nations would submit their domestic plans for curbing greenhouse gas emissions and, if independently verified, allow those countries access to increasingly lucrative carbon markets, South Korea's top climate negotiator said Sept. 26. Rae-Kwon Chung, South Korea's ambassador for climate change, said participation by developing countries in the international registry would be voluntary but that the mechanism could be launched under the next global climate agreement slated to be signed in Copenhagen, Denmark, in late 2009. The South Korean plan would allow China, India, and other nations to get credits for verifiable emissions reductions that could then be purchased by the United States, European Union nations, and other industrialized countries to satisfy their own commitments to curb emissions.
