Brazil President Luiz Inacio Lula da Silva July 22 issued a decree that toughens and expands an environmental violations law and increases the efficiency of collecting fines against violators, a spokeswoman for IBAMA, the enforcement arm of the Environment Ministry, told BNA July 30. President Lula's decree (No. 6,514) does not change the foundations of the 1998 environmental law (No. 9,605), which increased maximum fines for serious environmental violations to 50 million reais ($32 million) and established jail sentences of up to five years for violators. Instead, the decree established new environmental violations and set up fines for such violations.
