Environmental officials from California and the Mexican state of Baja California May 9 became first signatories to the Border Scrap Tire Integrated Management Initiative. The agreement is a rudimentary statement of principles and prescribed actions for reducing tire piles along the U.S.-Mexico border. These include incentives for developing "a variety of environmentally acceptable and economically promising end-use markets for scrap tires to increase recycling and reuse," according to text of the document.
