China adopted its changes for the Globally Harmonized System of Classification and Labeling of Chemicals early, finishing draft regulations in 2005 and implementing the final set of enabling rules in March 2007. According to the National Standardization Administration, China adopted 38 enabling regulations, all in line with the United Nations' classification and labeling guidelines. The Chinese regulations were specifically based on the GHS, the agency said, and intended to enable smooth international transfers. Researchers initially said China might develop different national standards that did not comply with international norms, but China's government standards agency said it based all its regulations on U.N. standards.
