The United Kingdom Dec. 21 launched a consultation on the implementation of emissions trading auctions for the second phase of the European Union's Emissions Trading Scheme. The U.K. government says the main objective of the auction or sale is to allocate allowances in a way that is "consistent with providing value for money to the taxpayer, subject to the process being transparent, resilient, and secure."
