In a bid to lower costs for participants in a domestic emissions trading system, the British government March 27 proposed to simplify the so-called Carbon Reduction Commitment Energy Efficiency Scheme. The proposal follows ongoing complaints about the regime's complexity. A spokeswoman for the Department of Energy and Climate Change said the department was not discarding the possibility that it will terminate the scheme. Proposals include shortening the CRC qualification process, reducing the number of fuels covered by the scheme, lowering the amount of reporting required from businesses and the length of time participants must keep records, and removing the requirement for facilities covered by regional schemes to buy CRC allowances.
