The Canadian province of Ontario has taken a key step toward establishing a cap-and-trade system for greenhouse gas emissions with the provincial legislature's Dec. 3 passage of the Environmental Protection Amendment Act (Greenhouse Gas Emissions Trading), Environment Minister John Gerretsen said. The legislation, introduced May 27, allows Ontario to link its cap-and-trade program with similar systems in North America and abroad (32 INER 502, 6/10/09). Alignment of all cap-and-trade systems would maximize trading opportunities and help the province's industries reduce their emissions at the lowest cost, Gerretsen said in a statement. The bill's amendments to the Environmental Protection Act are a key element of the province's efforts to meet its commitment to reduce greenhouse gas emissions by 6 percent from 1990 levels by 2014, and by 15 percent by 2020.
