European Commission to Appeal Judgments On Estonian, Polish Emissions Allowances

The European Commission Dec. 3 said it would appeal two European Court of First Instance judgments concerning carbon allowances handed out by Estonia and Poland to industrial installations and energy plants participating in the European Union's Emission Trading System (ETS).rnThe court issued the judgments Sept. 23 in the cases Estonia v. Commission (No. T-263/07) and Poland v. Commission (No. T-183/07). The court said the Commission had exceeded its powers when it told the countries to significantly reduce the number of carbon allowances.
